The palace is the impressive place from where Lord Lunshire rules over the human kingdom of Arx. If the player is looking for the king, it's highly possible that he will meet him in the throne room.
Besides Lord Lunshire, you can also meet some other interesting people in the palace. You can visit the library and talk with the snake woman Chinkassh, a member of the Order of the Sisters of the Edurneum. Or, if you drop by the observatory you'll maybe meet the new astronomer called Suiberis. He was the apprentice once, but since the death of Falan Orbiplanax he runs the observatory. But you'll soon discover that you can't explore the palace freely - some areas are restricted and the guards will watch every step you make closely.
