Murayama himself stated that Pesmerga and Yuber have a major effect on the Suikoden World. Their duel can only end in the final Suikoden.
The Eightfold Rune: The alchemical symbolism of Eightfold flowers is that of the "universe" and its centrality. The Ninefold Flower is the opposite of the Eightfold flower in traditional alchemy. In Daoist alchemy, the number 8 is the highest Yang value (order), while 9 is the highest Yin value (chaos).
The rune's power itself is a mystery , no one know's about it's power except Yuber himself. Although it is believed that it is the cause of Yubers affinity with monsters, his teleportation skill, and obviously his immortal life.
No one knows whether Pesmerga has any true rune. It's been speculated about but nothing is certain.
Skills/Abilities/Persona Pesmerga and Yuber are very similar, Murayama said that they have the same faces when asked in an interview. They at first were drawn differently but then Junko Kouno (main designer) was told he can make them alot more similar.Pesmerga's hair is black while Yubers hair is blonde. Both have very similar armor and are presumed to be male.
Yuber, The Black Knight, this non-human being has been the cause of the destruction of the Village of the Hidden Rune which he set on fire, being Windy's subordinate at the time(300 years before the Gate Rune War) . He later on is found on the Scarlet Moon Empire's side of the Gate Rune War where he fights along with Windy against Tir, but once his army is defeated by the liberation army he escapes. He is then found in the Dunan Unification War after Leon Silverburg calls on him. Leon Silverbergs relationship to Yuber is not known though, but he joined Highland as a General for hire. He had no real attachment to the kingdom nor its people, that's why he escaped at the fall of L'Renouille. Yuber's involvment in these wars was due to mainly the fact that like Kage, he can be hired since he is a mercenary and he hates the Rune of the Beginning in particular. A very interesting fact though is that Yuber never mentions anything about Pesmerga.
Pesmerga, The Black Knight, has been seen in the the Gate Rune War first, nothing is known about his past. Pesmerga is a vengful warrior, who masks himself behind his armor. Pesmerga is neither kind or caring, just silent. He was found by Tir in Neclord's castle. Pesmerga thought that by locating Neclord he could find Yuber, but to his surprise he found Neclord dead. He joins Tir's army in hopes that Yuber is still at the Scarlent Moon Empire. After the final battle Pesmerga finds Yuber and a duel commences but nothing happened and Pesmerga lost Yuber once again. Pesmerga is then later on found at the Cave of the Wind, where he thought he could track Yuber if he found the Zodiac Sword. Pesmerga joins Riou after hearing that Yuber is in the Highland Army.
Miscellaneous:
Peshmaerga is the name given to the frontline fighters of the PKK (The Kurdistan Liberation Army). They are known as really fierce warriors and terrorists in Turkey. They name themselves Peshmaerga because they want to be thought of as "those who don't fear death." Yuber meant "Shade" in Kurdish, and Pesmerga meant "He who stands in front of death"...
Yuber has similar armor to the Mirages and Phantom enemies.The Mirage and Phantom enemies are known for moving without actually moving.

Why Pesmerga is Chasing Yuber:
Blue Lightning: Yuber and Pesmerga: Incarnation of the Sword and Shield?
I came up with the idea, although rather far fetched, that perhaps Yuber and Pesmerga might be the incarnation of the Sword and Shield in the Suikoden Creation Epic, respectively. Perhaps that also has to do with the whole 'universal balance' theme that seems to accentuate the two, and could be why they are always fighting, and could also, be why their whole thing will be resolved in the FINAL INSTALLMENT, which might tell ya that it could be the final battle with Sword and Shield.

Yuber could be Pesmerga's shadow, or it could be that they're twins. Or, maybe Pesmerga is Yuber's clone

My theory is that Yuber stole the Eightfold Rune, much like Neclord stole the Blue Moon Rune. I don't know how Pesmerga fits in though. Maybe Pesmerga and Yuber are two sides of the same coin - Yuber could be a manifestation of Pesmerga's non-enlightened side, a shadow. Carl Jung described an archetype called the Shadow, which represents everything we repress, good and bad. This could be how Pesmerga and Yuber relate.

Pesmerga could just be Yuber's fan-turned-stalker, wearing the exact replica armor that he made from cardboard (that's why he makes no noise when he moves around!) (hahaha)

I've noticed that the Suikoden world has 3 main forces, the "Stars of Destiny force", the "Opposition Force" (Scarlet Moon, Highland), and finally the "Dark Force" (Windy, Yuber, Neclord). Slowly were learning more about the Dark Force, and they get more evil and inhuman as the game progresses, and we now no that Yuber is neither man nor saint (thanks to Blue Moon's info), his intentions aren't good so far also. Who knows what the Scarlet Moon Empire would of became if Windy succeded, Neclords power would of kept growing as he devours nation after nation with his zombie horde, and Yuber has 100's of 1000's of monsters at his disposal, and it's only a matter of time before he unleashes his true intentions upon the True Beginning rune. It all comes down to the fact that Pesmerga is the only person relizing what the Dark Force is doing to the world (that's if he cares about it), and eventually the two opposition forces are going to need to stop fighting against each other, and instead try to eliminate the efforts of Yuber and his allies who seem to take sides during conflict, thus distracting the world from his intentions and buying more time for his/their ultimate scheme for the future.

I have a differnet idea about that. I think pesmerga is dead. I think that he is a ghost and that Yuber has his soul or something that causes Pesmerga to not rest in peace. It says he's like a shadow as a ghost is, is says he doesn't eat or drink as a ghost doesn't eiter. He alos appears in places where the star dragon sword, the embodiment of the night rune, uses it's power. Plus his name means one who stands in front of death. He could be standing in front of death as he waits to die. Just a thought.

I think both Pesmerga and Yuber are the "brothers" mentioned in the Sword and Shield legend. The Sword and Shield themselves. What from each of the 27 True runes came from. Perhaps their rune allows them to manifest in a human form. I believe the Eight and Sevenfold Runes (of course i am assuming that Pesmerga has a True Rune) are the largest fragments of the initial Sword and Sheild, of the legend.l Anyways, I think they (Pes and Yuber) are manipulating from behind the scenes to reveal the true Runes, have them choose a holder, and then take them all in one fell swoop. Then they will have a final showdown. It may be cliched, but eh. . .I have the feeling that the Suikoden series will end with them because they are the origins of the True Runes. Thing is, I don't see them being destroyed. I feel the heroes of all the past Suikodens will unite and bring them both down. And then harmony will begin anew. Well, either that, or they are destroyed, and the world remains. And people have to learn to live without them. One of the two.
In my theory, it doesn't matter who the sword is, or who the shield is. Both Pesmerga and Yuber are sort of forced to make themselves whole again. They aren't sword or shield at this point, but the Seven and Eightfold rune.

If I'm not wrong,the legend of the creation says:"In the beginning,there was Darkness...".And from that Darkness,the world itself was ultimately created.Yuber and Pesmerga may be beings born from that darkness that existed before anything.Perhaps,when they meet again and confront each other,the world would be swallowed in the original darkness,and return to nothingness.This would be really the end of the Suikoden series,right?

Pesmerga seems to me like a very unpeaceful person. His quiet nature reflects a silent torment that he is experiencing, at least that is what I'm thinking. Pesmerga is clearly not at peace, a person at peace would not be obsessed with finding and probably destroying another being. I believe that Pesmerga is vengeful, cunning, cold, and just on the brink of insanity. Yuber is Pesmerga's universe and nothing else exist to him. I believe he is the exact opposite of Buddha-nature just like Blue Moon.
